Avoidable???

Yesterday after my Accounting class, which was around 12noon i went out with Alex for lunch. On the way to our lunch place, we saw a police car and we thought there was a road block on the road ahead of us. When our car moved forward what we saw gave us a big shock.
A woman was lying on the floor just a meter in front of the police car.
Obviously it was not a road block!!!!
The woman was dead, with her arms broken and part of her scalp was teared off from her head.
As a result, Alex lost his appetite for lunch.
pity gal.
Actually this is not the 1st accident happened on tht road. I have heard or saw more than 20 since i arrived MMU 23 months ago.
but this is the 1st fatal one i think.
The funny thing is there isnt any overhead bridge on the road at all.Everyday,there are hundreds of students risking their life to walk pass the road. Including the victim yesterday.

Actually this accident are avoidable.
why did the government not take action by building a bridge before this happened?
Why should they always act slower than the accidents?
Is it true that we need to spill and blood and sacrifice lifes so that the government will take action?
Some accidents can be Avoided.
